Notice for Property Owners & Developers

The Town of Holyrood wishes to advise residents and developers that the Government of Newfoundland and Labrador’s Department of Transportation and Infrastructure has introduced new requirements regarding work on provincial roadways.

Under the Province’s new policy, approvals will generally not be granted to cut into newly paved provincial roads for a period of two (2) years following paving. As a result, anyone planning to connect to existing water or sewer services, or undertake work requiring excavation within a provincial roadway, should make arrangements before paving operations begin.

If you are planning a new build, development, or service connection that may require work within a provincial roadway, you are encouraged to contact the Department of Transportation and Infrastructure as soon as possible to discuss your project and any required approvals.

For additional information, residents and developers are encouraged to review the Department’s circular, available here: https://holyrood.ca/wp-content/uploads/2026/06/Circular-Road-Paving_.pdf
